The developers of the game need to give you specific rights in their game-hub. Talk to your contact at the game and see if they want to grant you those rights
You need to have rights to delete the content. I edited my post above but even 'employees' may not be able to delete guides if they are not provided permissions to do so depending on how the administrator of the store page set up permissions for those devs/moderators/etc
You can have your contact refer to the documentation on moderating UGC
https://partner.steamgames.com/doc/marketing/community_moderation#6
https://partner.steamgames.com/doc/marketing/community_moderation/adding_moderators
Basically you and the devs you're talking to need to be 'officers' to manage UGC
Guides are UGC so they fall under basically the workshop moderation as well as screenshots and artwork (you'll probably find you cannot moderate those as well)
ALso please read the differences between the various actions you can do for UGC moderation.
Banning a guide also bans the user outright. It is functionally a game-hub ban
If you just want to remove a guide but not the user refer to the "hiding an inappropraite" or "hiding as incompatible"
