I can't play Rise of Nations online with steam even when I am connected to internet

I recently downloaded steam and the games I have on it on my new laptop computer. While trying to play Rise of Nations: Extended Edition I logged on the multiplayer to play a game with one of my friends who was also online at the time. We were both connected to the internet, but for some reason I could load the multiplayer lobby but couldn't see his active game nor any online games at that time. I checked with my friend and he could see on his account and on his lobby that he could see multiple games going on around him.

I am confused. I disabled Window's firewall for this game but I don't know what else to try to be able to play the game with him. Is there something I need to do with my computer to allow for multiplayer games for steam? Is there an option or setting on steam itself that I need to be aware of? Any help would be appreciated.
