That means yes, you can buy a steam gift card and pay for it using your target gift card, but not online.

You should probably read Target's card's terms. Sometimes you can and some cards will not allow you to buy further digital goods. Also I haven't seen a steam card at a target in several years. They had serious issues with activation problems with them. I would strongly suggest calling the store SPECIFICALLY that you are intending to buy this at, and make SURE that first off they even have them, and second look up their terms.

I shop there regularly and every time I look for steam cards they haven't been on the big wall of gift cards. Not for a very long while. Thing is though that some - not all - cards do allow you to buy digital gift cards, some do NOT. I tried using one card though I don't remember whether it was a visa gift card or just a Target one, and it definitely did not want to pay for another gift card of any type. So their terms of service will say this one way or another.

Take a look at that page from Target’s help page.

It mentions Target gift cards may not be used to purchase specialty gift cards for gaming.

Doesn’t hurt to try but it might not work.

As for your issue you'll have to actually go to / contact target to see if they will accept your gift card as payment for another such as a Steam card.
