remotecache.vdf file keeps returning and i want it gone

title says it all, ive been trying to remove the achievements from one of my games but they keep returning upon me reloading the game

every video about removing game data talks about removing this but it comes back and i cant find anything about how to get rid of a stubborn remotecache file, and this seems like the only thing cause the other files didnt come back


(this is just background if anyone cares plus maybe the specifics might help) so the Slay the Princess DLC just dropped and with it a way to see your progress ingame, but due to bugs and issues they released it without it being able to sync with what youve already done, but it is what it is and i didnt have a problem with that, infact i thought "why not just reset my stuff and just play it synced that way lol"

but they just keep coming back, getting them gone isnt an issue, its keeping them gone, ive done it manually, ive used SAM, nothing keeps them away and im like 70% sure its that stupid file, and evertime i delete it, and just POOF right back in the game ID folder, it wont stay gone
