Many games don't do this and for it to happen, the developers need to configure their game to collect any such offline data and then allow for it to be synced to the Steam API upon the next online connection to the game.
Thank you both, I have learned some more today. But so, is it possible my Cache or something is broken and I need to fix it?
Hotsauce's Link says "Such caches often come in conflict, and when they do it looks to users as if their progress has been reverted, which is a frustrating experience." As I've said, tried it with Dark Souls, but I also tested it on Duke Nukem: Forever and maybe some others, so while not all games may work like what you guys are describing, it's been consistent that it hasn't been working for me at all across various games. I do regular scans for errors on my PC, and while I do sometimes clear up junk data on my computer, I've never deleted anything when I was doing those tests, so nothing so far points out to it being an human error or a defect.
Unless, of course, the only games that I did my Tests with just happened to be the only games that are impossible to unlock Achievements Offline, my Luck/Bad Luck usually gets in the way.
