How can I gift games to someone who isn't on steam yet

I want to be able to gift a number of games to someone who doesn't yet have a steam account (or a gaming PC). I want to do this at some point in the future (I don't know when). I have only found two ways, neither of which seem viable:

1. Create an account for them under an email address that isn't theirs, handle the gifting myself on both sides, then change the email address to theirs after they have a PC / when I'm ready to gift it to them.

From what I can tell this is some kind of TOS violation on Steam and could result in the account being closed / some other consequence.

2. Gift them the games at an arbitrary time in the future.

I want to avoid this so that I can collect the desired games as they go on sale. Previously I could have purchased the games and stored them in my inventory to gift later on - this is no longer possible. I also cannot gift games to an email address any more, in which case I could schedule them for a date in the future. The only option would be to schedule the gifts to their steam account, which cannot exist for reason 1.

Is there any way at all to achieve this?

After the removal of storing gifts in your inventory this is not really possible anymore.

If you can't wait for them to create their account (which they can do from any computer, even if it can't run the games... you could gift games to their account and they could accept the gifts, and play them when they get a capable gaming rig)... buy Steam CD Keys from legit third party CD Key vendors, and send them the activation codes when they finally get around to creating an account here on Steam. Lots of games go on sale on Key vendor sites at different times than they are on sale here on Steam, so you might catch a good sale there while you wait.
