Worth to re-check is windows 10/11 sound driver at sound card product onboard sound then go to board support page. ( win10/11 is know for core update that could require win10/11 sound card driver to be re-installed ) i learn this from GPU driver in win10, same GPU driver need a re-insdtall to fix what core just change in a update. ( might help you or not, test this )
If you can't get windows own sounds settings to work then you are in trouble.
Steam only have voice chat that's default,and use windows default sounds settings, unless you change this.
So few games has own launcher that set sound card ingame, rest use windows default sound card settings.
Use windows own test sounds app/tool options, to configurated it and test it work.
i use discord and skype for mic test, most player use that in MP games.
This is not a windows issue,, core update take precedence over app and Drivers.
many know this, but forget the app get caught in it.
and again we tell you, steam do not have own sounds settings, this is in windows and somehow your system have done this or you did.
the other help might know know what im think on if you do not get the explanation..
ps.
you can mute any app in windows sound on the buttom task volume bar on all app or specific.
there is voice chat with Mic settings that is it. ( should point at default ) this mean it take windows sounds and use it.
Ask each game support they have game support, if needed.

As you see there is not much info on it, its a windows issue only.

and i doubt any have a plugin card , and example Laptop user cant do that and you need to give better in here, if you want other steam user to give advice

if Brand pc name thrn model so other has a idea who and what driver can cause this.
You dont do it for my sake , you do it so other steam user, that might stuggle with same issue
atm either you have setup issue or windows core update change this and now as you said steam has a issue.

do note if all steam, users had this then there will be 1000+ steam users with the problem.
Test on spare pc or friends laptop might be a good idea., so you can see its not steam issue imo. steam dont make sounds settings for games, there is voice chat that is all.
I can't see any other way with it, and i doubt you have made s6eam cmd on it steam.exe file here.
if you dont have a OS thats support its end here, past windows do not count if sound card driver is a issue now. even they have expire date in windows10/11 or not update from sundcard supoport ask them
if you have old realtek or soundmaster driver then that could be the issue, even i did see old creative driver get win10 issue in the past, to old soundcard
if onbaordf sounds take it up with the board support then.
