If the answer is no, then you won't have any issues.
Nothing's going to happen, at all. Steam doesn't use your IP to dictate the price you're paying in the store, and the point shop is the same price for everyone.
VPNs are not banned on Steam and you will not be banned for using one. If you create a new account with a VPN and then use foreign payment methods you could get banned for that, but your main account which is tied to a specific country can't take advantage of other countries' pricing.
Region hopping isn't possible anymore and if you want to switch store region, e.g. US to BR, you'd have to move to BR and show Steam utility bills, otherwise they wouldn't switch you over.
Once again, VPNs are not banned and Valve even encourages people to make use of them in their FAQ for player-hosted lobbies, to be slightly more safe.
