You need to live in the same country and have the same store region as the family you are trying to join.

It requires every person to have the same Steam Store Country (this may require a recent purchase to set the country code on the account).

Then tell us the "problem".
You get an error message if you cant join a family.
What does it say?

it say It was impossible to accept the invitation to the family. You can't join this steam family at this time, as your steam activity indicates that you're not part of the same household as other family members. to be precise

I have the same problem with my Son. We live in the same house in the same country, but we are getting the same message "according to recent purchase history we are not in the same country..."
This is really ridiculous.

That means you are mot living in the same vicinity. The new system checks your login history and if you never logged into Steam from a location near the person who invites you it will decline the accept of the invite.

A workaround is to log into the PC of the user who tries to invite you with your Steam account and start any game on there for like 1-2 minutes. Then switching back to that users account.
If they now try to invite you it will work since to Steam your last login and playsession was from the same IP.
