Switch Pro Controller won't connect to PC - USB and Bluetooth

For over a year now, I have been unable to get my Pro Controller working with my PC. I've gone through Windows resets, controller charges and discharges, attempts to reinstall drivers and Bluetooth AND wired mode. At first I had the 'device descriptor request failed' error, but now the controller DOES show up as 'Pro Controller' in Windows devices, but isn't detected by anything. It's like the name only is being sent to my PC, but nothing else like inputs.

Steam doesn't even detect that a controller is connected. I've tried multiple cables as well as every USB port on my PC. Nothing seems to work.
