Report a translation problem
So if I take a screenshot on minecraft as an added exe app then I won't be able to drop that SS in a new folder & publish it to steam.
The main reason for this is because steam does not have the abilities to vert different screenshots yet. Since they are taken from an approved game on steam they are fine to upload. Unlike Art works they need to be vetted as they are coming from personal computers with custom work.
So to answer your question, no... you can not.

Any non steam games and screenshots taken with the Nvidia Ansel dont save in F12 game folder but can be manually uploaded as Artwork.
