Go to https://store.steampowered.com/account/ and check against your purchases.
If it truly is just the Authorizations for verifying your card on Steam, then you need to contact your bank and ask them when they will release the funds that are on hold.
You don't understand where the charges came from, you don't even know if they are charges or authorizations. So you need to contact your bank to figure out what they are.
If they are charges, you need to go to your Steam Account, like I've said, and find out where the Store Transactions occured that caused the charges.
If they are only authorizations from Verifying your card, you need to contact your bank and ask them why they have not released the money on hold yet.
Either way, you need to contact your bank and figure out if the 2 dollars is a completed charge, or a pending authorization.
