Steam stole my money from card.
Where I can to appeal? It is only $ 2, but it still hurt.

It may be the new payment authorization. If it is, they didn't "steal" it from you, they just authorized the payments in order to verify the card. The money is just put on hold for a few days.

Check under "Store Transactions" here:
https://store.steampowered.com/account/
Any Failed transactions will have the funds returned to your bank account or card.

Also, make sure you didn't do a "card verification".

These are temporary charges, small, usually totalling around a couple dollars, that will be dropped and the money returned to you after a short time.

It is not few days. Now it is 3 weeks.

Steam doesn't "Steal" money. Steam only takes funds from an account that it was authorized to take.

Up to you to figure out what you authorized Steam to take.

And how I must to call it? 3 weeks left after authorization and nothing. Support have no reaction else.

Log into your bank account system, check your balance and any pending authorizations.
Go to https://store.steampowered.com/account/ and check against your purchases.

If it truly is just the Authorizations for verifying your card on Steam, then you need to contact your bank and ask them when they will release the funds that are on hold.

Why are you thinking that is bank problem? I never had problems with my bank. It is a Federal.

You don't understand where the charges came from, you don't even know if they are charges or authorizations. So you need to contact your bank to figure out what they are.

If they are charges, you need to go to your Steam Account, like I've said, and find out where the Store Transactions occured that caused the charges.

If they are only authorizations from Verifying your card, you need to contact your bank and ask them why they have not released the money on hold yet.

Either way, you need to contact your bank and figure out if the 2 dollars is a completed charge, or a pending authorization.
