Payday 2 - Region Restrict

So i bought Payday 2 from steam store when we was in Russia after while we moved to another place and now i can't play Payday 2

Some region restricted games just have purchase/activation restrictions while others have play restrictions as well. Usually the store page will specify saying something like this "Game purchased in country/region X can only be played or activated in country or region X".
I think the play restriction is to keep people from using VPN's just to purchase or activate then quit using it so the chance of Steam catching them is lower.
Usually if you are traveling or move and Steam is notified ahead of time they will take care of it for you but I don't think it covers all games that are region restricted.

I don't see how that is relevant. You could of played a million hours but if you move away from a region where it was restricted to you could still run into issues.

I know you said you used to live in the region . I was just saying a possible reason why there are play restrictions. Like I'm in the US and I could probably get away with purchasing a cheaper Russian version and activating it using a VPN, but if there is also a play restriction then I would have to always use a vpn which would almost assuredly be caught and banned/punished by Steam.
