Steam Prepaid Card Question

My current steam wallet balance is zero, when I go to select a game for purchase on Steam, the only payment methods it shows me are Paypal and various other credit cards with the Steam Wallet payment not being present in the options. Why is it not available? Is it because that I must have a sufficient balance in order for it to be available?
Does that mean Steam Wallet credit is not present because I have a zero balance on my Steam wallet?

So my other question is, is Paypal or any other credit card still required for a purchase even when you have a sufficient steam wallet money?

Edit- My main point is, Is there an option where you dont need to use Paypal or a credit card to make a Steam purchase? is Steam Wallet code one?

Steam Wallet is only used if you have a nonzero balance. Then it uses Steam Wallet first, and if there's not enough in the wallet it will ask for another payment type.

(If you don't want to use wallet credit, you can change that).

Right, it will use wallet as the default payment type.

Yes, I only noted that because there are some instances where you'd want to keep the wallet credit -- namely for market purchases. So you wouldn't have to change anything to only use wallet.
