Serious steam problem, need help on how to uninstall steam COMPLETELY
Ok, my steam has been messing up a LOT lately, and I have been trying to find out on google, the steam forums and pretty much any way I can, and I just can't. I've had harddrive problems, and have resettet my pc completely twice the last 3 months, although I KNOW that that problem has been fixed, and that problem has nothing to do directly with this problem here.

The problems I got is that downloads and updates pause at certain times, sometimes they will go back up and pause after 10 min, sometimes they won't go back running. I've reinstalled steam over the old steam several times, and it hasn't worked. Now, I've moved a lot of the files, deleted a ton of files, and now I can't fully delete the steam file due to several games that were downloading when this problem were happening and I uninstalled/reinstalled steam. (I found this out when I explored the files which I had on my computer).

I don't want to completely reset my PC again due to steam jerking up, and I just need information on how I can uninstall/permanently delete ALL steam associated files. Games, miscellanious files, etc.

I've tried basically everything. I can't remove the steam folder itself beacuse of the corrupt games and files that's in there that I can't remove. I've tried uninstalling it via the control panel, but that doesn't work. Uninstalling them manually does not work. It does not show up that I got the games the times I managed to reinstall steam, however they were in there and I could not manage to download any other games or download those games. Moving the folders when I try to reinstall steam does not work too, so i absolutely NEED you guys to try help me, and I'm literally begging all of YOU to try help me with any advice, as this is my last resort.

You day you can't uninstall steam because you have stuff currently downloading. So cancel the downloads. I believe this can be done from the download manager. Or it's done just by right clicking on the game in the library and deleting local content. Sorry I just did it the other day but unfortunately I'm not near my computer to confirm how it's done right now.

Thanks for the help, dude, but I think I got it fixed just now. I renamed and relocated the corrupt steam file and reinstalled steam. Now the new steam file that I install and the elder steam file that I still have on the computer doesn't merge. Thanks again for the help anyways.
