There is a Starter Edition for Starcraft 2 that is free. I'm not sure what exactly you can do in it though.

Apart from that, I don't know any F2P RTS, sorry.

You can do quite a lot with the free edition of Starcraft 2. Basically, any user created content (there is a lot) is open for you.

create a battlenet account, then download starter edition of starcraft 2.
be patient as the downloader will attempt to download and install both the base game and the heart of the swarm game.
starter edition is free, limited game play.

wait for around october 2014, thanksgiving sale, when blizzard has a marked down sale.
if starcraft 2 + heart of the swarm (+ legacy of the void) is within your budget, buy the pack.
