i am in the philippines and some games (like age of mythology extended edition) are marked like this:
if you want the games to be playable everywhere, you must first be born in the u.s.a. :)
seriously, i have no idea why valve/steam do this restriction.

not true - some games only have resrictions...
if you live in other region you can buy, if you come on vacation or business trips
although it is best to check with support - Steam is constantly changing, and the rules and restrictions also

Actually, it does. What it's warning you about is that buying games in other regions, or pretending to be in other regions when you buy, in order to avoid paying more at your actual residence is a HUGE no-no. It couldn't be any clearer. You are heading down a path that can get your account terminated. Thus there's no way it "works" at all.
But what about buying as gift and not for personal use? It reminds me the stolen TF2 keys scandal which have happened a few years ago.
And my original question was 'what if i dont live in russia and then travel there and buy stuff, will they be cheaper in price?'.
Publishers set prices and region locks so some may not have restrictions. Also a lot of time in game items or things like tf2 keys might not be region locked either,
I'd say traveling to a nearby cheaper country then back again in order to buy games at the other country's price is pretty much doing the same exact thing as using a VPN only with physical travel involved. They'd be perfectly justified in banning people who do this.
