What if i'll travel to Russia to buy games for cheap?
Will i be able to access the Steam store or in game stores and see cheaper prices in Rubles? Or do i have to make a completely new account while being at Russian soil?
How does this works?

i concur with one poster above that some games are region-restricted.

i am in the philippines and some games (like age of mythology extended edition) are marked like this:
Notice: Purchases made in Philippines can only be added to your library if you are in Malaysia, Philippines, Singapore, Thailand and Indonesia.

if you want the games to be playable everywhere, you must first be born in the u.s.a. :)
seriously, i have no idea why valve/steam do this restriction.

not true - some games only have resrictions...
games buyed as gift can be traded without problem
if you live in other region you can buy, if you come on vacation or business trips
although it is best to check with support - Steam is constantly changing, and the rules and restrictions also

it depends on the price, I think - cheap games usually have no restrictions...

Actually, it does. What it's warning you about is that buying games in other regions, or pretending to be in other regions when you buy, in order to avoid paying more at your actual residence is a HUGE no-no. It couldn't be any clearer. You are heading down a path that can get your account terminated. Thus there's no way it "works" at all.

Your gift versions purchased will have the same restrictions as if you purchased it yourself. So if you buy a game that can only be activated or played in the Russian federation/region or whatever it's goinf to have the same restrictions. Otherwise every Steam key site would be buying these Russian keys in bulk then reselling them to the rest of the globe making the Steam store and other legit sites obsolete.

Publishers set prices and region locks so some may not have restrictions. Also a lot of time in game items or things like tf2 keys might not be region locked either,

You definitely can for using a VPN to fake your location. The ToS purposely leaves it ambiguous/vague so that they can choose how they define "methods used to disguise your country of residence"
It's these kind of loop hole abuse that caused region lock to exist for steam in the first place :cfacepalm:

I'd say traveling to a nearby cheaper country then back again in order to buy games at the other country's price is pretty much doing the same exact thing as using a VPN only with physical travel involved. They'd be perfectly justified in banning people who do this.
I accidently had a vpn on when buying a game (while watching netflix) and I just paid the € price not the $ one.
