Its the buyer's job to check for tags in the game before buying it from some1 else via trading.

Yes, and they have tags along with them. People shouldnt activate games with regional restriction because this tag is too distinctive to be missed.

Wait, r u talking about game activation via keys? Oh thats a different story. I was talking about trading games for currency like TF2 keys.
The games are "Region locked" this means simply put you try to install a "Russian bought game" on a USA based regional computer you will be banned for it because you in the west are in no way shape or form suspose to have that copy of CS-GO from Russia as its not part of your reigional distrbution. Its even worse if you bought a stolen or generated CD-key and steam gets you.
What makes my Steam with its region?
* Is it the place i've purchased my first game?
* The place i've purchased my PC?
* Is it my computer's IP?
* A setting i implement into Steam?
* Can i literally fly over to Russia, buy loads of games (as gifts, not for personal use), and to sell them to people here without a region lock? I'm asking because i know russian people can buy ROW games directly from the store as gifts.
* Can i change my Steam's region to match other countrie's prices (I assume i cant but better to ask anyway)?
My example: Rhythm Zone! After 2009 it became unavaliable, but can be purchased from net!

But what makes my region? Its a technical question which should be answered in a technically, for example, if i reinstall my Windows completely after flying over to russia, and then reinstall Steam, will it be 'russian', with russian language and prices?
Also, your example was based on games outside Steam, which is a different case.
That is.. interesting. A bit idiotic if its true, but yet interesting. Idiotic because people could exploit this. I wonder what if its a free game, like TF2, will the prices inside the TF2 store would be cheaper because it was first launched in Russia? Makes u think..

2 Too many games blocked for buying as gift
3 If you buy and massively trade the games in the regions where they are more expensive - you get a lock for exchanging / buying / account
4 if you just take a trip, you can buy the game for yourself without any problems, but most likely, the price will be taken from the region where the account is activated
5 as a mandatory bonus, attached to the games: Vodka, bears, balalaika, ussr flag, membership card of communist party, a cap with ear-flaps, "shapka-ushanka"
