so whatever issue is take it up with Product suppot, you had a issue with.
Display adapters that Mean GPU you tell us here how MS can do a Nvidia or AMD or Intel Driver, they cant. ( they cant even change 1 bit on a released driver. ( its not a MS issue at all, )
All MS try to do is signed the driver as not crash windows core ( they try avoid that, rest is not a MS issue if button even works or driver work at all )
so gl try point at a windows issue then there is none, all this crap is your own Brand product support own problem.

and yeah says alot about steam try to help you then they are not responsible for it.
any issue with display adapters take it up with GPU card support, you can tell steam support this also.
or, im pretty sure you can set it to ignore the gpu driver only, but update the rest and leave you the gpu driver to update yourself, again you can google to see how.
with that said, windows update tends to hand out generic drivers and incorrect ones gpu wise, so i suggest manually or use a driver program like driver booster while also still getting your own gpu driver.
you didn't mention what OS you are using, im going to assume win 10, as its a common complaint for that OS.

Second Windows used a generic version of my GPU one that keep me from logging on to steam
Third Windows did this without my knowledge
Fourth I fixed the problem by downloading a updated Driver that I couldn't when I was using the generic one Winduhhhs assigned to my GPU
So yeah I am pointing at Windows cause it was their update that caused the whole issue.
Plus we understand your a windows fan we get it but that doesn't make it a perfect OP system.
