Most steam games save your progress in the steam cloud(online) so you can install anywhere and continue exactly where you left off.
Steam does not require you to write a review. If you're seeing that its another user pretending to be 'the system'.
Games that are in your steam account will remain there until you specifically request that it be removed. Your game isn't missing, but perhaps in a problematic situation where alt-tab doesn't work.
One way is to start the task manager, find the game and right-click it. From the popup menu pick "Bring to front", making it the active program instead of all that Windows stuff.
If that dosn't work you will have to right-click and pick "End task". then just launch the game again.
Once you HAVE saved you can exit the game any way you want. When you start the game again it should resume at the most recent save.
