Billing address update

I have recently moved states and while my card information is the same the billing address for said card has been updated. When I try to edit my payment methods and select the card from the list I'm not given any options. It simply goes right back to the settings page. Is there no way to simply change my billing address?

I believe you have to make a purchase to change the billing address aka location.

Editing a saved card has been impossible for several years now. Even simple changes like updating the expiry date can't be done.

I don't have any cards on my Steam account. I just moved to another apartment within the same city and now my card isn't working any more.

The thing is Steam AND the bank, check the address, so if I use the OLD address, bank refuses the payment. If I use the new address, Steam refuses the payment.

Is the dev team in charge of payments all fired so they haven't updated the code or is the payment dev team just a bunch of monkeys? From what I've seen looking for help, payment system is the worst of all in Steam as it's supposed to be airtight because, you know, it brings the actual money?
