Your downloads are limited by
1) your cpu
2) your disk IO
3) your anti virus
4) your isp
Pick one
Open Task manager and see what CPU and the Drives usage % is at when this happens
While i download games my cpu is at 30-40% and the drive where i download the game is anywhere from 40-100%.
As for the posobility of my pc being the casue is in my opinion not posbile im pretty sure my cpu is good enough and so are my ssd's. It cant be an anti virus since i dont have one and my isp is very good so it cant be that.
PC Specs: Ryzen 5 5600x, Samsung ssd 870 QVO and WD SA510
Your 'Pretty sure' could be wrong. Actually find out using want I suggested earlier
