Help download speed keep dropping down to 0, goes up and then 0 again.
Hi everyone.
I have this weird issue, just started happening today.
So I frequently go to an internet cafe or gaming center to enjoy my time, each time I have to download my game again because if I turn off the PC everything installed will be erased. But the download speed is pretty good so it took me only 20-30 minutes.
But now I have this issue, when I start downloading, the network speed is around 300 to 450 Mbps, disk usage is about the same, but after 1-2 mins, both dropping down to only 80-100 Mbps. And worse, after 3 mins or so, the network speed is dropped down to 0, basically stop, then goes back up to 100 Mbps and then drop to 0 again, and from there, it like a roller coaster, or heart monitor, up down up down up down. And When I hit pause, then resume, the speed sipkes back up to normal 300-400 Mbps but for merely 5 seconds before starts dropping down and repeating the same issue.
I prayed for more than 3 hour, then it finished downloading and move to the file verification stage, the disk speed is back to normal ~500 Mbps.
I tried some suggestions I found, clearing cache, change region, disable write cache but nothing worked.
Please help me.

Steam downloads in compressed chunks, once a chunk is down it gets decompressed and installed. If the CPU and/or drive is at or near 100% the DL will slow and may even stop until the decompress and install is complete.

Open Task manager and see what CPU and the Drives usage % is at when this happens

Is there any solution for the drive? (I cant access the Task Manager because the main sever is blocking the action) and I just talked with the staff and they said they just upgraded a new SSD( Samsung EVO 256 GB) so I think the issue lies with the drive.
