Also, how old and/or official ar these guides you found?
I tried installing a game, it pushes me to the default install location, with the option via the settings wheel icon to land in the storage setting. Where I can change drives or rename the library (which is actually the disk name). So no, I can't create a new steam library folder, it even refuses to go to folder level.
Edit: when I downloaded a game and then went to storage, selecting a game allows me to uninstall it but the "move" button remains greyed out.
Edit: what genius! When you press the 'add drive' button in the drop down list in storage settings, you're supposed to select a folder. Not a drive, a folder. And it does not even work. So not only do these CS degree chaps at Valve don't seem to know the difference between a drive and a folder, they can't seem to make up their mind how to get either working. Yes I'm cranky now, I just wasted several hours on this with a splitting headache, hoping to get this PC done. This is what you get with monopolies. Thank gods I made a backup before I started messing with Steam and that I had the foresight to buy most of my games at GoG. Valve, fix this dammit and send me some migraine pills.
I can't connect my old Steam folder which contains the games with the new Steam client as this client is useless, but we have moving emojies...
The Storage/Browse folder just open a window but not in the client to link it or create on, just open a normal folder window as I would open one...
The solution:
You must not choose the drvie (which contains your games) because it will create a new SteamLibrary folder in the drive's root and the "Browse folder" is still useless BUT
Of course you must select the "Add drive" and then you can brows the folder what you shoudl have browsed with the "Browse folder" button lol
