Basically, wallet funds are supposed to be ONLY used for the account they are on. Everything else borders on moving funds between accounts even if its by gifting a game.
And thats something not allowed on Steam.
Valve has begun cracking down on gift purchases via wallet funds for most of the year by now.
You have two options, either spend the wallet funds for a purchase for yourself, that works without problems.
OR you can buy the game as a gift but you need to use an external payment method, just not wallet funds. That will work too.
