Unable to purchase a game

Recently Crew: Motorfest went on a sale and I wanted to buy it. I just moved countries and had to switch to the currency of my new country so I added money to my wallet using my new debit card and my steam changed to Canada where I am right now. When I try to buy the game and right now Im trying to buy if for a friend as a gift because I already have it, gives me an error everytime I click buy on the last screen and asks me to contact support. My money is stuck in the wallet and there is no reply on the ticket I submitted. I dont know what to do now.

Has nothing to do with moving countries. Steam does not like it if you try to use wallet funds to buy games for other accounts. Thats seems suspect to Steam and triggers a flag which then leads to the error you are getting.
Basically, wallet funds are supposed to be ONLY used for the account they are on. Everything else borders on moving funds between accounts even if its by gifting a game.
And thats something not allowed on Steam.
Valve has begun cracking down on gift purchases via wallet funds for most of the year by now.

You have two options, either spend the wallet funds for a purchase for yourself, that works without problems.
OR you can buy the game as a gift but you need to use an external payment method, just not wallet funds. That will work too.
