Choose " I have a question about this purchase". That allows you to write a manual ticket to Steam Support.
Explain the situation that you have 0 playtime and that the automatic refund system counts the playtime for the other games in the franchise since its a combined launcher.
Ask agiain for a refund. In cases like this there should be no problem getting one, its the weird way that Activision has this set up that leads to this problem with the automatic refund system.
You are not the first and surely not the last one with this exact problem.

Explain the entire issue carefully.
