Report a translation problem
Old game from the past was run as administrator rights, and sametime give them FULL access, that can be a problem today.
Games folder is for past games made that need them rights, and for them only.
If other know better then say so. ( good luck even google this ) then this info was from way back then we moved away from DOS, to windows )
ps.
You also make a mistake not acknoledge steam own root folder, if you know how many that has delete or forgot games in a sub folder, not all games use cloud functions, so technicaly steamroot folder is the right way, with own folder, just like windows ROOT is.
you can find many past explanation not give root access, problem here security has change this, so online client has own install root folder can be seen as best option to avoid delete or forget them, many online client can be reinstall and you can re-use gamees own alreadiy install games folder.
Things has change alot over the many years.
Other client like EA Blizzard and other can be edit to make own root folder with games from there, and you can also say split games away from client, so reinstall/reset client is a good idea then they maybe get a issue. ( steam has not seen the light on this yet in default steam install, but someday they will. )
Then when you want to add it back, look at the bottom of the list of available drives and you'll see an option called "Let me choose another location" That will open a file explorer window for you to select the exact drive folder you want to use.
