How to Move Steam Games
So you want to move your Steam Library from one computer to another. Or whatever the circumstances are. If so, it's not that hard to do.

Backing Everything up and Copying it to the Other Drive

Back up your games to an external drive, internal drive, or both. Just back up the main game files for now. After that's done, copy and paste the libraryfolders.vdf file from C:\Program Files (x86)\Steam to the main directory of the drive you're using for the back up. Now, make a folder called "config" on the main directory of that same drive. Just don't name it with the quotation marks. Now, copy and paste the libraryfolders.vdf file from C:\Program Files (x86)\Steam\config to the config folder you made on the drive. Finally, copy and paste the libraryfolders.vdf file from C:\Program Files (x86)\Steam\steamapps to the steamapps folder on your drive. If it exists, that's fine, just don't copy it then. As you might've just copied and pasted the entire steamapps folder.

Moving Everything to the new Location
After you're done copying everything to the temporary location, it's time to move it to the permanent location. Which is also easy to do. First, install Steam like normal. Then, go to C:\Program Files (x86)\Steam. In the Steam folder, copy and paste the libraryfolders.vdf file that you copied and pasted into the main directory into the main Steam directory. RootofDrive\libraryfolders.vdf -> C:\Program Files (x86)\Steam\libraryfolder.vdf. Then, do the same for the config folder too. Then, you can finally copy and paste the steamapps folder or just move it entirely. After that, you can now open and log into Steam. And if I explained it well and if you followed this guide well, it should work and everything should be there and "installed" without downloading them all over again.
