account hacked and overcorrection on steam support end

boyfriend got hacked and support sent the recovery email to a hotmail account that was deleted. ticket is still open due to it being locked in an old account. how do we fix this ?

Visit Steam via browser not login > Sign in page click "help can't sign in" > Choose My account was stolen > click reset my password > enter in made up email such as we1293u12@ wejwa .com then it say sorry unable to find > click at the bottom search by account name > type in login name > then choose NO to all questions, then fill out the forum.

we have tried that avenue but it will not allow a second ticket linked to the account

Pretty sure it shouldn't be denying you of making a ticket, but if that is the case then you can make a new ticket via new account, and explain the issue.

it for some reason is sending an automated message through the recover my account forum (the hacker changed email and phone) that theres an existing ticket and wont go through, will try your suggestion and get back to you :)

this solved the issue, thank you so much for your responses, the account was given a temporary community ban to protect it but that expires sunday.
i hope both sides of your pillow are cold for the rest of your life
