Steam asking me to log in when trying to check log in details or buy a game occasnally not everytime

as the title says Steam is randomly asking to verify my login details every time I click to buy a game is this normal? even on the app its weird. scanned the code and showed a third device for chrome randomly. is this just the steam client bugging or is this a serious issue Anti vrius scans show nothing.

(edit: this only happens when selecting buy as a gift was my friends bday and I got him a gift)

It's asking me the same thing, except it tells me I need a code from the app. And then when I try to log into the app, the app tells me it needs a code from the app. So I have no way of getting my authentication codes to verify I am the one currently logged into the accounts on the approved devices I've already verified.

Guessing it’s a steam bug with the client. It uses Crome so it’s probably just not recognizing the login info and thinking it’s in a Crome browser in certain actions
