Outside of that window, you might be able to if there's something actually wrong with the game.
Though it is notable that this post you've made kinda establishes that there's nothing wrong with the game...so refunding it now would be scam and you've posted the proof.
From the refund policy:
"Abuse
Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to us that you are abusing refunds, we may stop offering them to you."
$2.24 seems very low in cost, so you should probably just keep the game. Doesn't seem worth the risk of them no longer offering you refunds, even if they do refund it this one time.

But you are asking to purchase a different title, well after the refund period has expired, and there's nothing wrong with the title you did purchase.
Don't you see how that's different?
I mean, if you didn't want the first game, why buy it in the first place? Why not just buy some gift money if you just wanted some balance in your account to buy games?

Just explain it very clearly and don't try to mislead them.
Though, personally, I don't think you need to apologize for ignorance when asking for help in a help thread. It's kinda assumed that you are ignorant, or you wouldn't need help.
If you want to save money, might I suggest to not buy games you don't play immediately? ;)
Try the manual ticket. If they say "no", you're out of luck.
Assuming you are new to steam forums, you should probably "unsubscribe from discussion" and/or "Mark topic as answered" when you are done here. Otherwise people just keep replying and steam keeps notifying you...
Maybe you should avoid videogames, or at least the "pay for" variant, until you can actually afford them...
