Agree and it will be back in your library. Its more of a advanced "hiding" function, while the game license gets deactivated its still linked to your account, just invisible until you reactivate it.
This does NOT work for free to play titles. If you remove those from your account you have to go to the store page for the game and add it again to your library. Those really get removed from your account.
If i remember correctly that was changed a few years ago. If you now try to rebuy a "removed" game it will say something like " You previously owned this game but decided to remove it from your account at "date". Do you want to restore the license?"
And then you get it back, it wont let you buy the same license.
Of course if you buy a bundle or a different edition that contains stuff you did not own previously like DLC the rebuy will work and just reactivate the old license in the process.
