Star Wars Empire at War Bothawui Glitch.

Hey I am very new to Empire at war and I have been playing the empire campaign on the original game. (not forces of corruption) When it asks me to send Palpatine to Bothawui. Even though I send him alone in a separate fleet, a fleet with ground vehicles, a fleet with ships Palpatine pops up and does his speech on how I am foolish for not sending him alone. Is there a way to fix this. If so please help me.
