Not being issued a refund for an item and I dont understand why

Question on refund

4 days ago I bought the Phantom Liberty expansion for Cyberpunk 2077 at full price

Today I see it is on sale

I want to refund my purchase of the expansion to buy it at its sale price

I have not played the expansion; however immediately after buying the expansion I did have a long session of cyberpunk. During this session phantom liberty was downloading and installed - I received the message to go back to the main menu to access it. I never did this but continued with my session for some hours

When I raise the request for a refund they count those 4 hours as playtime when in fact none of them were playing the expansion. I have tried twice

I have a long standing steam account I have barely , if ever, requested a refund before. Maybe once but I can’t remember for certain.

Is there a way to talk to somebody in order to resolve this ?

You can try submitting a manual ticket and explain things in there and a human will make a determination.

Go to 'Help' at the top, find the purchase and then select this option https://i.sstatic.net/tGEEH.png if it's there or have a look around to see if there is another way in the wizard. Just don't select the refund option because it'll just be auto-rejected again.

The link you posted isnt working but I sent a manual support request via "the game wont download or install" correctly, i copied and pasted the text of my original post in this thread into that form
