Steam not opening/launching
The other day i had just installed steam on my laptop. However it refuses to open but it will be shown open on the task manager. Closing it from there has not helped me at all. I have a feeling it may have to do something with some services i disabled to optimize my laptop but i'm not really sure. Does anyone have a fix?

Try this:
  1. Right-click the desktop shortcut for the Steam client and then in the "Shortcut" tab add a single space and then "-cef-disable-gpu" to the text in the "Target" box. For the default location, it should read:
    "C:\Program Files (x86)\Steam\steam.exe" -cef-disable-gpu
  2. Exit Steam (end Steam (32 bit) using task manager). Make sure all Steam related processes are stopped.
  3. Start Steam with the modified desktop shortcut.

Hard to tell what services you disabled, so it might be better to use System Restore to a point before you made changes to the services or Reset Windows itself.

Add steam.exe to antivirus exception list.

This is the clue i bet
The other day i had just installed steam on my laptop.
( sounds like security dont allow it. ) just like a game won't startup, well lets hope it's that simple.

Also sounds like steam not been installed before at new laptop or reset OS

There is one default installed in windows other os then ask that os steam forum.

only you know if steam has worked before at your location, new laptop sound slike security issue or steam port not open, most router use NAT. no need to configurated anyting unless you have a ISP VIP Portal as steam explan in stea guide sections.

ps.
most steam user dont need to do anything in security, steam that dont start at new pc sounds like own security issue at own home network or pc.


test with other pc then spare or friends laptop, could be a godd idea to test is it my pc issue if test pc work. also proof network is working, thats also proof then network is working.
