This is the clue i bet
The other day i had just installed steam on my laptop.
( sounds like security dont allow it. ) just like a game won't startup, well lets hope it's that simple.
Also sounds like steam not been installed before at new laptop or reset OS
There is one default installed in windows other os then ask that os steam forum.
only you know if steam has worked before at your location, new laptop sound slike security issue or steam port not open, most router use NAT. no need to configurated anyting unless you have a ISP VIP Portal as steam explan in stea guide sections.
ps.
most steam user dont need to do anything in security, steam that dont start at new pc sounds like own security issue at own home network or pc.
test with other pc then spare or friends laptop, could be a godd idea to test is it my pc issue if test pc work. also proof network is working, thats also proof then network is working.
