When presented with options of accounts to choose hover over the account you no longer want as an option. Bottom right corner has the option to remove the account, click it. The account should no longer be an option
Probably this one? Careful not to delete your own (yours would be 185605381).
You will see a numbered folder for each Steam user on your system. This is their 32bit AccountID. You can look up the user of each of those numbers here:

If you click Steam > Change Account, then when you login again, try holding your mouse over the avatar of the user you wish to delete. Three dots should appear, which you can click, and remove the account from your system.
After doing that, shutdown steam, and if the numbered folder associated with that account still exists, just delete it.

You can try steam flush cmd ( google this in how to do ) if first option is not going to do it ( more reset steam to default , do have account name and pw rdy )
clear web cache Browser data ( could also have this, if we included login as a web page in steam login page. )

pay attention to metamec delete old or wrong user or word entry can be done in many boxes witha entry option most pop a list of past entry's

pro ppl rename it steam.old to make sure you have a backup and can restore it.
and he need to make sure other user is gone before he can uninstall them or wipe game folder inside steam, i think we have seen post with this before, how to get a info fromsteam then remove authorizeddevices and user should this not then solve itself.
you might want to post at steam ticket or try Suggestion & Idea's problem with this is lack of info how to do.

Your info is valid enough, so past user and its game he has installed and you dont get removed. ( its like they forgot other login user at our pc. )
