Steam background recording is always enabled despite settings

Title. Noticed some performance drop during gameplay, turns out even if it is was disabled globally or set to manual record, it is still enabled per-game and running in Steam overlay anyway. Is that another bug that was totally untraceable during extensive beta testing or nobody has but me?

(On Steamdeck) i turned the background recording off in the setting, then in each per-game settings one by one disable the background recording. Whenever i start hitting the manual recording via steam shortcut the background recording seems activate too and there's no possible way to turn it off unles I'm exiting the game

Exactly, and not just on Steam Deck...

so, today my steam client has updated, and still there is the bug, if i have only manual save set in the settings i'm getting 2 video files in "screenshots and records" section. one of them is a videoclip i wanted to record, and second one is a background recording which i didint want at all, it takes additional space and i cant delete it while i'm playing in a game.
