Report a translation problem
In the old days it was know as you don't keep standard values or OC OR pc is stuggle with viratual ram, but as i said thats was old pc ways then pc did this, cant say you have this issue on new pc unless something aient working as it should.
BIOS and chipset drivers and OC is still being see as part of the issue, imo.
Same goes with freshly install gpu drivers.
And run windows update after this +
DISM.exe /Online /Cleanup-Image /Restorehealth
SFC /Scannow
chkdsk c:
chkdsk d:
chkdsk e:
Make sure OS check don't find other issue.

alot of missing infro from you with spec and what you did after upgrade pc.
