steam installation blocked.. help

I can't install the steam application. my webbrowsers block it cos it's an "not a secure aplication"

What browser are you using, and what is the exact message?

I'm using Chrome , and in the bottom left corner after downloading, it says "SteamSetup.exe Failed - Blocked"

I tried IE too, but get another kind of security message, that it is blocked

ok, seemed I solved the issue by getting an old steam installation file sent to me. I still don't know why I can't install from the steam site. Thank you guys helping me out,
