Download speed is spotty
So im trying to update some games on steam and it is constantly going between 0 kb/s and around 1-3 mb/s however it only downloads at that speed for less than a second before gojng back to 0 kb/s for at least a minute. I have checked my speed on speedtest.net and it says im getting a solid 38 mb/s so what could possibly be the problem?

Steam client runs from different servers than download servers. There are content servers all over the world, and simply switching to another content server usually fixes the problem (Temporary)

It could be that the content server you're trying to access is overloaded, or your ISP is secretly throtthling your download speed for certain ports.

You can try switching content servers in Steam > Settings > Download > Download Region

I actually tried that. I switch from washington to philadelphia. Im gonna try another one and see if that works.

With windows 10 your best bet is to open task manager and completely end steam then re open
