How do I get the global sentinel badge?

I've seen a couple of friends displaying it in their profiles but when i go to "badges" tab i only see chicken chaser.

every game badge can be crafted 5 times each time going 100 xp up in lvl and changing the appearance of the badge.

Also, you can obtain the Elite Crewman badge by crafting a badge of foil cards (it only takes one set of cards to craft, as opposed to the tiered normal badge. Here is a guide you'll find helpful
