In relation to the major sales if Steam follows its usual pattern, and there is a definite pattern, it's likely to be the summer sale at the beginning of June. However there's no guarantee that every game on sale in the interim five months on Steam will then be on sale at the same or lower prices than they were earlier.
Developers sales are usually tied in with new games releases so they discount earlier titles in a series to encourage interest in the newest version. They might not always have the same motive to offer as great discounts at other times.
I'm not saying they won't be on sale, and they may be even on sale at lower prices during the major sales. But it's probably worth checking the Steam deals out as and when they come up.
Unlike Origin which tends to discount from eye wateringly expensive to expensive or so-so.
