You should probably from now on store GTA5's appmanifest file. It's appmanifest_271590.acf
That way whenever it shows up as uninstalled, exit Steam, replace the corrupt appmanifest -file with the functioning one. Restart Steam and it should show up as installed again.

Tried seeing if the download restarts after the discovery process even with non-Microsoft services disabled?

You can also try to recreate the appmanifest -file using SteamCMD.

Then open up the SteamApps\ -folder it creates within GTA5, drag the appmanifest_271590.acf to your actual SteamApps\ -folder and restart Steam.
Nope, not yet, after the second time "Discovering the files" i just went ahead and play the game.
