You need to install the AMD drivers.

And if you're totally new to PC gaming, check that your video cable HDMI/VGA/DPP/Etc is attached to your GPU (R9 390), not your ONBOARD port. (Motherboard)

Otherwise it wouldn't use the power of the R9 390, but it rather uses a Intel HD4k that runs your game really bad.
