What is booster pack?

Would somebody here please explain to me what is booster pack? Like I have gems here (only 36 though) and some trading cards that can be turn into gems. And I saw that I need, say in Cities Skylines game, 1000 gems to create booster pack. What does that mean?

What's the purpose of the trading cards? Like trade it to some stuffs or sell it to community market? Sorry I'm new here. I only play Dota 2 before and not familiar with these things.

They are used for crafting badges, to earn steam levels. You can either use them or sell them on the market.
