How to Launch Steam Maximized on Startup?
I turned on the "Run Steam when my computer starts" option already, but it only open in my System Tray instead of opening maximized. This means I still have to click on it to open it, defeating the purpose of telling it to run on start up.

Untick that option and add a shortcut to Steam manually to shell:startup. Go there by pressing Win+R and pasting shell:startup there. You can then set that shortcut to launch Steam maximized if you want, but I rather think that you want Steam to start in normal view, not maximized.

This worked! Thank you so much! Also why is it better for steam to be in normal view? I always like my Steam fully expanded so I can see more of my games library! Or am I just totally letting something fly over my head?

Well, you're not. Would be a matter of taste, I suppose. I personally have a quite large monitor so I actually dislike my windows maximized, I want to have more of them on screen instead of one being giant. But well, that's a matter of taste...

So, can you give us a step-by-step on how the heck to actually do this, please?

Press Win+R, paste shell:startup, press Enter. Then create a shortcut to Steam.exe there, open the properties of the shortcut and there you can tell it to launch however you want.
Windows cannot find 'shell:startup'. make sure you typed the name correctly, and then try again.

Try typing %AppData% into the run box.

Then navigate to Microsoft>Windows>Start Menu>Programs>Startup.

It's a bit of a long winded way to end up where ReBoot posted.

Start up apps no longer seem to appear in C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Start-up\

nor in C:\Users\...\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Start-up\
