2.0MB/S cap with cable, 10.0MB/s++ without cable, why?
I've been searching all over the place for a solution, but nothing works.

Any clue what might cause this?

What other information do you want, I don't know what else to tell you.

I got a 100/10 line, both wireless and cable get that on speedtest consistently.

He's saying hes getting faster speeds over WiFi than he is over Ethernet.

Disable WiFi if you're using Windows 10. Use just the Ethernet cable and see what happens.
