Report a translation problem
- In the main Steam window, click the Steam menu
(up where it says Steam, View, Friends, Games and Help)
- Click Settings
- Click the Downloads tab
- Click the Steam Library Folders button
- In the window that comes up, it will tell you exactly where the Steam Library Folders are located on your hard drive(s)
(In my case, it's on D:\Games\Valve\Steam)
- Close all of the windows
* In Windows Explorer or Finder, wherever you browse files on your OS, browse to the folder you just discovered.
- Once in the Steam folder, open the SteamApps folder
- Put your file browser into Details view
-- In Windows, right-click some whitepsace in the folder, select View in the pop-up menu and select Details.
- Click the column header for Date or Date Modified until the most recently written files are at the top of the list.
- This will bring up the appmanifest file for the most recently installed game to the top.
(In my case, the Shadowrun Returns appmanifest file was appmanifest_218820.acf)
- Delete the appmanifest file at the top. The file will reside in your trash can for recovery, if this was the incorrect file.
- Retry download or installation of your game.
- Once you're sure the game was installed without error, empty your trash can or recycle bin.
My guess as to the source of the issue is that, Steam started the download, and the manifest became corrupt. It was unable to record whatever data into the file, and produced an error that it could not find the file, even through it was clearly there.
Deletion of this file caused Steam to rebuild the file, and download the game without issue. Hopefully, this will help others.

I never had this problem by myself so the only thing I can to is to google the problem.

look like a broke install, validate game cache. validate game intergrity of files, sorry i use old explanations of it.
yeah , and why necro threads should be read only , steam post policy need a refresh. we all fall in this sooner and later.
