You can request a refund for nearly any purchase on Steam—for any reason. Maybe your PC doesn't meet the hardware requirements; maybe you bought a game by mistake; maybe you played the title for an hour and just didn't like it.

It doesn't matter. Valve will, upon request via help.steampowered.com, issue a refund for any reason, if the request is made within fourteen days of purchase, and the title has been played for less than two hours. There are more details below, but even if you fall outside of the refund rules we’ve described, you can ask for a refund anyway and we’ll take a look.

So answer is maybe, just submit a request and see.

Refunds are for games with less than 2 hours played and less than 14 days from purchase. It has to be both, less than 2 hours played AND less than 14 days from purchase.
3 hours play time wont be eligible for a refund.

The request will be rejected due to the playtime, the fall outside part is for exceptional circumstances.

Why is it unfair, what was the reason for playing the extra hour?

That's generally a good idea with or without the refund policy. It's not meant to be a demo service.

Thanks.

Did you use the reason that the game is boring, or did you use another reason to fake it like the game is not working or crashing?
